THE COST OF AN ANVIL COMBINE IS THREE THINGS ADDED TOGETHER: the level cost of the enchantments being applied, the PRIOR WORK PENALTY of each of the two items, and 1 more if you are also renaming it. ⚠️ THE PRIOR WORK PENALTY DOUBLES EVERY TIME. An item that has never been through an anvil has a penalty of 0. After one use it is 1, then 3, 7, 15, 31, 63 - the sequence is 2 to the power of the number of uses, minus one. That is the single fact behind every Too Expensive message in the game. BECAUSE 63 IS ALREADY OVER THE LIMIT. In Java Edition an anvil refuses any combine costing 40 levels or more. The penalty alone reaches 63 on the sixth use, so an item is finished after five anvil operations no matter how cheap the enchantment is and no matter how many levels you have. You cannot out-level it; the anvil simply says no. THE OUTPUT'S PENALTY IS TWICE THE HIGHER INPUT'S, PLUS ONE. So combining an item at penalty 3 with a fresh book at penalty 0 gives you an item at penalty 7 - it takes the WORSE of the two and doubles it. This is why putting a heavily-worked item into an anvil for one small addition is so costly: you are paying its penalty now and doubling it for later. ⚠️ WHICH MEANS THE ORDER YOU COMBINE IN IS WORTH MORE THAN ANY OTHER TRICK. Adding four books to a tool one at a time makes you pay the tool's penalty on every single step - 0, then 1, then 3, then 7, which is 11 levels of pure penalty. Merging the four books into pairs first, then merging the pairs, then putting the finished book on the tool, costs 5. Same result, less than half the price. AND THE GAP EXPLODES WITH MORE BOOKS. With eight books, one at a time costs 247 levels in penalties - which is impossible, because you hit the 40-level wall long before you finish. Merged as a balanced tree it is 17. This is not an optimisation, it is the difference between the item existing and not existing. THE ARITHMETIC FOR THE TWO ORDERS: adding k books one at a time costs (2^k - 1) - k in penalties. Merging them as a balanced tree costs k x (log2(k) - 1) + 1. Both assume you start from fresh books and an unworked tool. SO THE RULE IS: BUILD THE BOOK FIRST, TOUCH THE TOOL LAST. Combine every book you want into one super-book, pairing them up as evenly as you can, and only then apply it to the tool. The tool takes a single anvil use and stays cheap to repair later. REPAIRING WITH MATERIALS CARRIES A PENALTY TOO, which catches people out - patching a diamond pickaxe with diamonds counts as an anvil use and doubles its penalty for next time. MENDING avoids this entirely, because repairing through experience orbs is not an anvil operation and never raises the prior work penalty. That is the real reason Mending is the most valuable enchantment in the game. GRINDSTONE RESETS THE PENALTY, at the price of stripping every enchantment off the item. Occasionally that is the right trade on a tool you have ruined - you get a clean item back and start again.

Why does my anvil say Too Expensive?
Because the combine would cost 40 levels or more, and in Java Edition the anvil refuses outright at that point. Almost always the cause is the prior work penalty rather than the enchantment itself. That penalty doubles with every anvil use - 0, 1, 3, 7, 15, 31, 63 - so it reaches 63 on the sixth use, which is over the limit before you have added anything at all. You cannot out-level it by gaining more XP; the anvil simply will not do it.
What exactly is the prior work penalty?
A hidden counter on the item recording how many times it has been through an anvil, which adds levels to every future combine. It is 2 to the power of that count, minus one: an unworked item costs 0 extra, then 1, 3, 7, 15, 31, 63. Both items in the anvil contribute their own penalty, which is why combining two heavily-worked items is so brutally expensive - you pay both.
How does the penalty grow when I combine things?
The result takes the HIGHER of the two inputs' counts and adds one - so its penalty is roughly double the worse input's. Combining an item at penalty 3 with a fresh book at penalty 0 gives you an item at penalty 7. This is why putting a heavily-worked tool into an anvil for one small addition hurts twice: you pay its penalty now, and you double it for next time. If you have several things to add, adding them separately is the worst possible approach.

Combine every enchantment you want into one super-book, pairing them up as evenly as you can rather than adding them to a growing pile, and only then apply the finished book to the tool. The tool comes out having been through the anvil exactly once, which keeps it cheap to repair for a very long time afterwards.
Does repairing count as an anvil use?
Yes, and it catches people out constantly. Patching a diamond pickaxe with diamonds in an anvil is an anvil operation like any other - it raises the prior work counter and doubles the penalty for next time. This is why a tool you keep topping up eventually becomes unrepairable even though you never enchanted it again. MENDING avoids this completely, because repairing through experience orbs is not an anvil operation and never touches the counter. That is the real reason Mending is the most valuable enchantment in the game.
Can I reset the penalty?
Yes, with a grindstone - but it strips every enchantment off the item in the process. You get a clean item with a penalty of 0 and nothing else. Occasionally that is the right trade on a tool you have genuinely ruined, especially if you can rebuild the enchantments from books you still have. It is worth knowing the option exists before you throw the item away, and worth knowing it is not a way to keep the enchantments.
