The thermometer decides, not the clock
The USDA's own timetable says these times are approximate and must be used together with a properly placed food thermometer. 165°F throughout — thickest breast, thickest thigh, wing joint. Use the bottom of the time range as the moment to start checking, not the top as the moment to take it out.
Minutes per pound is not a constant
Work the USDA brackets back into a rate and it falls from about 20.6 minutes per pound on an 8 lb bird to about 11.3 on a 24 lb one — heat reaching the centre doesn't scale linearly with weight. So the flat 15-minute rule finishes 45 minutes EARLY at 8 lb, lands inside the bracket through the middle, and runs an hour and a half LATE at 24 lb. The early end is the one that matters, and it is the end nobody expects.
USDA: don't stuff the bird
Their position is explicit — for optimum safety, cook the stuffing outside. The centre of the stuffing must itself reach 165°F, and it sits in the coldest part of the bird, so it routinely lags behind the meat. That leaves you choosing between unsafe stuffing and overcooked turkey.
