How this is calculated

The Nether is compressed 8 to 1 horizontally. One block travelled in the Nether covers eight in the Overworld, which is the whole reason Nether travel is worth the trouble. So Overworld to Nether divides X and Z by 8, and Nether to Overworld multiplies them by 8. Both are shown here because you rarely remember which way you are converting. Y - your height - is NOT divided. The same Y in both dimensions, and the Nether roof at Y=128 is the practical ceiling for a Nether hub. The divided figures are rounded to the nearest whole block, which is what you want when placing a portal. A block either way makes no difference to linking. This is the coordinate maths only. Common questions

Why 8 to 1?
It is the ratio Minecraft uses between the two dimensions, and it is the whole point of Nether travel: one block walked in the Nether moves you eight in the Overworld. A thousand-block journey becomes a hundred and twenty-five.
Is Y divided as well?
No. Height is the same in both dimensions, which is why a Nether hub is usually built well above the lava at a convenient Y and the Overworld side can sit at whatever height the ground happens to be.
I built a portal at the right coordinates and it linked somewhere else.
Coordinates are only half of it. A portal searches for an existing one nearby before creating a new one, so a portal already in the area can capture your link. The fix is to build both ends by hand at the matching coordinates rather than letting the game generate the far side.
Should I round up or down?
Neither matters much - round to the nearest block. Linking has tolerance built in, and a block either way will not change which portal you arrive at.
Does this work for the End?
No. The End has no coordinate compression and no portal linking of this kind. The 8 to 1 ratio is a Nether thing.
